资源型城市农业农村环境治理现状及对策——以东营市为例

Current Situation and Countermeasures of Agricultural and Rural Environmental Governance in Resource Based Cities Taking Dongying City as an Example

根据污染源普查动态更新数据,农业污染是污染物排放的重要来源之一,资源型城市由于其前期的粗放式发展给当地的农村环境带来严重的污染。农业污染减排是打造生态文明的重要战场,目前,农村环境污染源主要包括农业生产污染、农村生活垃圾污染、城镇垃圾向农村转移垃圾污染以及工业污染。形成原因主要包括法律体系缺失、行政管理体制不完善、村民环境保护意识淡薄、乡镇企业缺乏一体化运行发展以及卫生保洁市场化机制不完善等。提出如下建议:完善农业农村环境保护法律体系、构建农业农村环境保护管理体制、提高农民环保意识以及卫生保洁的市场化机制。

According to dynamic update data of pollution source census, agricultural pollution is one of the important sources of pollutant discharge, and resource based cities bring a 10t of pollution to local rural environment due to extensive development of former. Agricultural pollution abatement is an important battlefield to build an ecological civilization. At present, rural environ- mental pollution sources mainly include agricultural production pollution, pollution of rural living garbage, transfer of urban gar- bage to rural areas, and industrial pollution. The main reasons include lack of legal system, imperfect administrative system, weak awareness of villagers＇ environmental protection, lack of integrated operation and development of township enterprises and imperfect market mechanism of health care. Suggestions are as follows： to improve agricultural and rural environmental protec- tion legal system, to build agricultural and rural environmental protection management system, to improve farmers＇ awareness of environmental protection and health care market mechanism.
