环境污染长效治理与经济转型升级协同发展研究

通过环境污染治理相关方的博弈分析,发现地方政府之所以选择"宽松监管"策略,是因为环境监管属地管理容易营造企业不公平竞争的市场环境。因此提出实施环境保护税新政,引导环保部门将执法重点放在为企业创造环境污染治理上的公平竞争环境,从而驱动企业主动选择守法治污,以及地方政府努力降低当地环境污染治理成本,使得环境污染治理进入良性循环,同时激发企业转型升级的内在动力,引导中国经济进入新的发展阶段。

It can be seen from the Game Analysis among related parties on environmental pollution control that the lo- cal governments tend to choose the light regulation, because environmental regulation depending on the local govern- ments can build a market environment against fair competition. So it proposes to the New Deal in tax of environment protection, which will guide the environment officials to make an environment for fair competition for enterprises, and drive the enterprises to control pollution actively by the law and the local governments to try to reduce costs of envi- ronmental pollution control. In this way, it will create a virtuous circle for domestic environmental pollution control, and inspire the upgrading motivation of enterprises, and lead domestic economics into a new stage.
