The formation and evolution of tiered health care delivery system policy were reviewed, and the American independent outpatient imaging centers were reported. According to SWOT analysis, the strengths of governmental hospital were great brand, expert professionals, a good environment of professionals, the priority of making contact with patients and medical insurance. At the same time, the long appointment, much re-checking, low labor value, serious brain – drain and restriction on new equipment were the weakness. According to the great potential market and increasing medical care demand, the governmental hospital cooperated with social capital to set up independent outpatient imaging center.
