摘要 近年来,作为实行最严格的水资源管理制度的重要支撑,取水监管系统建设日益受到重视。针对当前取水监管系统建设、运行及使用过程中存在的稳定性、可靠性、实用性及长效性不足问题,通过对多个省地市级取水户监管系统建设与运维的经验总结,提出了覆盖由前端计量至运维管理的取水监管系统7个关键环节的技术要点,包括智能遥测终端适应性改造升级、计量方案优选策略、复杂条件计量建造及率定方法、适应多品牌计量数据集成、基于逻辑链的数据异常诊断、水资源监管系统定制研发及高效运维管理模式等,为完善取水监管系统,切实发挥系统的信息化支撑作用等提供重要的技术参考。 In recent years, as an important means of supporting implementation of the most stringent water resources management, water intake monitoring system construction has been received increasing attention. For problems of stability, reliability, practicability and efficiency during system construction and running, by summarizing the experiences of the construction and operation and maintenance of many water monitoring systems, this paper puts forward 7 technologies, such as upgrading of RTU( Remote Terminal Unit) ,the optimization strategy of the measurement scheme, metering and integration methods under complex conditions, metering data integration technology for multi-brand meters, data anomaly diagnosis is based on logical chain, R&D of water resources monitoring system and exploration of operation and maintenance management mode, to increase stability and reliability of the system. It serves as an important technical support and reference for perfecting the water intake monitoring system.
