改善民生不仅是社会治理的出发点,也是改善社会生态的落脚点。坚持以民为本,增进人民福祉,实现社会公正和安全,是创新社会治理的应有之义。坚持以改善民生为利益机制,创新社会保障体系构建,加快相应的顶层设计,推进健康和安全中国建设。以民主法治、社会公正、人民健康、家庭幸福为四个维度,着力构建民生改善和创新社会治理的协同机制。民主法治是改善民生和创新社会治理之根本保障,社会公正是改善民生和创新社会治理之本质内涵、人民健康是改善民生和创新社会治理之优先战略,家庭幸福是改善民生和创新社会治理之有机组成部分。

The improvement of people＇s livelihood is not only the starting point of the social governance, but also the ultimate goal of improving the social ecology. The innovation of social governance should include： to adhere to being people-oriented, to promote people＇s well-being, and to achieve social justice and security. The Chinese government should adhere to improving people~ livelihood as an interests mechanism, building up a new social security system, and speeding up the corresponding top-level design, and promoting the construc- tion of a healthy and secure China. From the four dimensions of democratic rule of law, social justice, people health and family happiness, the Chinese government should strive to build a collaborative mechanism of im- proving people＇s livelihood and innovating social governance, with the democratic rule of law as its fundamental guarantee, the social justice as its essential connotation, people＇s health as its strategic priority and family hap- piness as its organic part.
