政府生态绩效问责制的理论探讨——内涵、结构、功能与运行机制

Theory Discussion on the Government Ecological Performance Accountability: Connotation, Structure, Function and Operation Mechanism

政府生态绩效问责制是以政府生态绩效责任评估为基础的一种新型问责形式。绩效角色责任、说明回应责任和绩效改进责任构成了政府生态绩效责任的责任结构。政府生态绩效问责制的建立和发展对于加强政府的生态职能、确定政府的生态目标底线、建立健全政府生态绩效考核机制具有重要功能作用。借鉴目标管理的实施框架,生态绩效问责制的运行机制主要由绩效责任机制、绩效评估机制、绩效回应机制、绩效奖惩机制以及绩效改进机制五个相互关联的部分组成。

The government ecological performance accountability is a new form of accountability based on the evaluation of government ecological performance responsibility, and the structure of government ecological performance responsibility is composed of the responsibility of performance role, the responsibility of explanation and response and the responsibility of performance improvement. The establishment and development of government ecological performance accountability has important functions, which helps to strengthen the government＇s ecological fimction, determine the bottom line of government＇s ecological goal, establish and improve the government ecological performance assessment mechanism. Drawing on the implementation framework of target management, the operation mechanism of ecological performance accountability is mainly composed of five interrelated parts, which include performance responsibility mechanism, performance evaluation mechanism, performance response mechanism, performance rewards and punishment mechanism and performance improvement mechanism.
