城市新区建设的生态文明指标体系研究

The Research of Ecological Civilization Index System of New Urban District Construction

城市新区是新型城镇化建设的重要载体,将生态文明理念融于城市新区建设中,是对生态文明与新型城镇化两大国家主导发展理念的践行。研究并设计一套科学合理的城市新区建设的生态文明指标体系,对于刻画城市新区应具备的特征、引导建设规划方向、提升城市质量具有重要意义。基于对生态文明内涵的解读,依据对"自然—界面—经济—人居"这一"全过程"进行"全生态"建设的思路,构建了包括"自然资产、环境亲和、绿色发展、生态宜居"四个层次共39项指标的城市新区建设的生态文明指标体系,并按指标的状态属性和约束属性进一步细分。既可作为城市新区建设和运营过程的指导性指标体系,又可作为新区建成状态的评估性指标体系。

New urban district is the important carrier of the new-type urbanization construction. It is the practice of the two national dominant concepts of ecological civilization and new-type urbanization construction to put the ecological civilization concept into the construction of the new urban district. A set of scientific and reasonable index system for ecological civilization construction of the urban district, is of great significance to describe what characteristics the new district should have, to guide the direction of planning and construction, and to improve the quality of cities. Based on the deeply understanding of the connotation of ecological civilization, according to the idea of ＂wholly ecologicalization＂ of the ＂wholly process＂ of ＂Nature- Interface-Economy-Habitat＂, we built an ecological civilization index system with 39 indicators including four parts of ＂natural assets＂, ＂environmental compatibility＂, ＂green development＂ and ＂ecological habitat＂. According to the state property of indexes, they were decomposed into two categories of the process index and the state index, while according to the constraint attribute of indexes, they were divided into the leading index and the binding index. On the one hand, this index system can be the guidelines for the construction and operation process of new urban district as an instructive index system; on the other hand, it can be used as an evaluation index system after the completion of construction of new urban district.
