The Mechanism of Leading Small Groups: Route of Campaign-style Governance

运动式治理是如何"嵌入"科层组织从而提升治理稳定性的?科层治理与运动式治理之间存在怎样的转换和嵌入机制?结合在A区的田野观察,文章在周雪光"中共人事制度说"和陈家建提出的"督查机制"研究的基础上,试图提供一个新的解释机制——领导小组机制。文章呈现了A区创建工作领导小组的日常运作机制,并对领导小组机制的治理绩效进行了分析。研究发现,地方领导小组作为沟通科层治理和运动式治理的治理机制,通过科层化的权威介入,依托领导小组及其办公室的运作,增强了科层治理的运动性和资源动员整合能力,同时也为运动式治理提供了稳定的组织载体。因此,领导小组治理机制成为科层治理运动化的实践路径。本研究有助于进一步增强对中国政治官僚制下政府治理机制对地方治理影响的理解。

The objective of this paper is to illustrate and examine the mechanism of the mutual conversion of campaign-style governance and conventional governance.The issue about how the government departments is to mobilize the rapid mobilization of the system within the bureaucracy,and how to 'embed' the hierarchical organization to enhance the stability of its governance?which will be the focus of this paper.This paper attempts to provide a new explanation mechanism: the Mechanism of the Leading Small Groups,based on the research of 'Zhou Xueguang'and 'the mechanism of supervision 'by Chen Jiajian.This paper introduce and present the daily operation mechanism of the leading group of the provincial food safety demonstration area in the S district.It is found that a large number of local leading groups in all levels of government have gradually become the organization operation platform for the standardization of the local governance.Local leading small groups based on the special organization structure and operation mechanism,not only enhance the management hierarchy of movement and resource mobilization ability to integrate,but also provide a stable organization platform for campaign-style governance,enhance the stability of governance effect,promote the normalization of campaign governance.The paper helps us to the further understanding of the local governance and Chinese political authority.
