On Local Governments' Response to Emergent Online Public Opinions

以"泸州太伏中学"事件中地方政府回应为例,探析网络传播环境下地方政府回应性构建的新思路,认为地方政府在回应性构建中,应充分认识网络传播的新特点,将技术创新和制度创新结合起来,以诚恳务实的态度发布回应内容,积极主动地推动政府回应模式的转型。

Illustrated by the case of ＂Luzhou incident＂, this paper analyzes the new ideas of local governments＇ responsiveness construction in the Internet communication environment, pointing out that the local governments should fully realize the new characteristics of Internet communication and integrate technological innovation with institutional innovation. The local governments should also release the responsiveness faithfully and pragmatically, promoting the transition of the responsiveness pattern actively.
