摘要
校园欺凌是世界各国高度关注的社会问题。我国当前中小学校园欺凌治理面临着国家层面的制度和法律欠缺、学校缺乏足够重视、家庭参与不够等问题。20世纪90年代以来,英国中小学校园欺凌问题较为严重,英国通过构建政府、学校、社会综合应对机制来应对校园欺凌问题,包括政府制定相关法律和指导文件、学校依据法律和指导文件制定各自政策、家长和社会团体积极参与治理。梳理英国中小学校园欺凌综合治理机制取得的效果,能为我国提供相应的启示。
School bullying is a social problem which is highly concerned by all the countries in the world. The governance for school bullying in our country exists some problems. Since the 1990s, UK has taken comprehensive mechanism among government, school and society to govern school bullying, including formulating relevant laws and guidehnes by the government; developing their respective policy by schools; participation actively by parents and community groups. The comprehensive governance mechanism of school bullying in UK has obtained some positive effects and can provide the corresponding enlightenment for our country.
