协同治理视角下现代学徒制存在的问题及推进路径

Modern Apprenticeship from the Perspective of Synergic Management: Problems and Solutions

近年来,现代学徒制已成为学界与职业教育实践领域关注的热点。基于协同治理的视角审视现代学徒制的实施,发现存在如下"非协同治理"现象与问题:各主体将现代学徒制视为"非公共性"问题、治理主体比较单一及权责不清、各治理主体互动性缺乏、法律法规体系不完善等。基于此,树立正确的思想观念以破除"非公共性"问题,明确各治理主体权责,推动各方治理主体高效互动,以及推进现代学徒制治理政策法规现代化,是破解现代学徒制实施过程中各种问题的基本策略。

Modern apprenticeship is the focus of academic and practice field of vocational education. The implementation of modern apprenticeship is based on synergic management perspective sees many non-synergic problems,such as,all main parts regard modern apprenticeship as non-public problems, unitary main parts, unclear responsibility, inefficient interaction between main parts and imperfect legal system, etc. Based on this, correct ideological ideas should be established to eradicate the problem of non-publicity, clarify responsibilities of all main parts, promote efficient interactions between all main parts, and improve the legal system modernization of modern apprenticeship, which is the important strategy to solve different problems in the implementation of modern apprenticeship.
