摘要
提高能源效率是实现节能降耗的重要手段,是实现经济发展方式转型的关键。利用非径向方向性距离函数测算2000—2014年全国各省市在一般环境规制和严格环境规制下的全要素能源效率;引入ML生产率指数并对其分解为效率变化和技术进步两部分,分析环境规制对能源效率的具体影响。结果表明:严格环境规制下的能源效率低于一般环境规制下的能源效率,环境规制的强弱程度对经济欠发达地区能源效率的影响更明显。严格环境规制下的能源效率受技术进步因素的影响更大,说明技术进步有利于提高"绿色"能源效率。
Improving energy efficiency is an important means to energy saving and consumption reduction and a key to the transformation of economic development mode.This paper uses non radial directional distance function to estimate total factor energy efficiency of 30 provinces during 2000—2014 under general environmental regulation and strict environmental regulation.It also specifically analyzes the impact of environmental regulations on energy efficiency by introducing the ML productivity index and decomposing it into two parts,the efficiency change and technological progress.The result shows that the energy efficiency under strict environmental regulation is lower than that under the common environmental regulation and the effect of the degree of environmental regulations on energy efficiency in the underdeveloped regions is more obvious.Technological advance has more influence on energy efficiency under strict environmental regulation,which means that technical progress is beneficial to improve the"green"energy efficiency.
