安徽省农村留守儿童教育与关爱的现行做法及特点分析

An Analysis of the Current Practice and Characteristics of the Education and Care of Left-behind Children in Rural Areas of Anhui Province

研究表明,安徽省农村留守儿童教育与关爱的现行做法是,从建设留守儿童活动之家以提供学习和娱乐场所、签署监护人委托责任书且实施一人一档制、设立留守儿童关爱保护工作专职干部等三个方面实施政府的教育与关爱方案,从建立"代管家长"队伍、开展丰富多彩的关爱活动、定期安排免费体检等三个方面落实学校的教育与关爱措施。安徽省农村留守儿童教育与关爱具有统筹协调和分层实施相结合、普遍关爱与特殊照顾相结合、完善人格与全面发展相结合的特点。

The study shows that the current practice of education and caring for left behind children in rural areas of Anhui Province is to build homes for children to provide their learning and entertainment,to sign the guardian of the letter of responsibility and implement one person one file system,and to establish full-time cadres to do left-behind children care protection work.The education and care measures are implemented in three aspects:to establish "escrow parents" team,carry out a variety of caring activities and regularly arrange free medical examinations.The characteristics of education and caring for left-behind children in rural areas of Anhui Province are the combination of co-ordinate and stratified implementation,the combination of universal care and special care and the combination of perfect personality and comprehensive development.
