摘要
福建省三明市宁化、清流县等多处于2015年5月19日突发滑坡泥石流等地质灾害。应急调查表明,本次群发地质灾害类型以突发性滑坡及坡面泥石流为主,具有数量多、规模小、范围集中等特点,地质灾害发生空间、时间分布与强降雨范围、过程呈显著正相关,具有集中爆发性及部分滞后性特征。本文依据其特征,提出强化精细化地灾气象预警、提升科学群测群防意识与能力、应急处置与长治久安并举的防治对策,可为东南沿海局地突发强降雨引发地质灾害防治提供借鉴。
A number of landslides and debris flows occurred suddenly in Ninghua and Qingliu countys in Sanming,Fujian Province on May19,2015. Emergency investigation indicated that the clustering geological disasters are mainly classified into sudden landslide and debris flow on slope,which is characterized by larger quantity,small size and concentrated range. The space and time distribution of geological hazards is significantly positively related to the range and process of the heavy rainfall,with feature of major concentrated outbreak and part of the hysteresis. According to its characteristics,the policy of detailed disaster weather early warning,enhancing the consciousness and ability of monitoring and prevention operated by mass people,emergency disposal and maintaining prolonged stability is put forward,which can provide some guidance for the prevention of geological disaster induced by local abrupt heavy rainfall in the southeast coastal areas.
