财政涉农资金整合的实践及思考

Study on the Integration of Agriculture related financial funds

整合财政涉农资金,是解决资金使用分散问题、提高资金使用效率的有效手段之一。在对云南省宣威市进行实地调研的基础上,本文总结了该市在2015—2016年间财政涉农资金整合的具体做法,针对目前存在的各项资金政策之间不协调等问题,提出了相应的建议。

Integrating fiscal and agricultural funds is one of the effective means to solve the use of funds scattered and improve the efficiency of capital use. Based on the field investigation of Xuanwei City in Yunnan Province, this paper expounds the specific practice of financial integration of agriculture in the period 2015-2016, mainly including to promote the integration of fiscal agriculture through project, Democratic participation mechanism, Standardized use and allocation of funds, Strict supervision and inspection. However, there are also issues of uncoordinated between capital policy issues, the funds involved in the project uncoordinated issues, uncoordinated issues between funding authorities. Finally, based on the two perspectives of Yunnan Province and Xuanwei City, this paper puts forward three suggestions:Strengthen the provincial government to promote the integration of financial funds and promote cross-sectoral capital integration; the merger of special funds to promote the funds of within the department to integration; to further improve the county as the main integrated financial evaluation incentive mechanism,and the establishment of township reimbursement system.
