进城务工人员子女义务教育事权与支出责任划分研究

Research on the Governmental Power and Expenditure Responsibility Assignment of Migrant Workers' Children's Compulsory Education

随着我国城镇化进程的不断推进,进城务工人员子女义务教育问题凸显,本文从科尔曼教育机会均等的角度阐述了当前进城务工人员子女难以公平地接受义务教育的现状,分析了各级政府在进城务工人员子女义务教育事权划分与支出责任履行中的问题,提出立法先行、细化各级政府事权划分、各部门协同合作、完善转移支付制度与鼓励社会力量加入等相关建议,以完善进城务工人员子女义务教育事权划分,并保障支出责任与事权相适应。

Along with the promotion of Chinese Urbanization, the education problem of migrant workers＇ chil-dren becomes more and more significant. This paper describes the difficulties of their getting into compulsoryeducation in the perspective of Coleman＇s Equal Opportunity of Education, analyzes the assignment problems ofgovernment power and expenditure responsibility, and puts forward recommendations, such as establishingasolid legal basis, refining the power assignment between levels of governments, enhancing the cooperation ofeach departments, perfecting the transfer payment systems and encouraging social powers, in order to perfect theassignment of government powers and adapting the expenditure responsibility to the government power.
