民国初期舆论界呼唤减政思想探论——基于《大公报》《庸言》《东方杂志》等报刊杂志的历史考察

民国初期,为促进共和政治日臻完善,部分有识之士揭露和批判了共和政府中机关名称繁复官职冗滥、因人设官公仆有名无实、官员冗乱充斥吏治紊乱、私欲膨胀上下对峙倾轧等弊端。他们认为这些弊端损害国人政治信心、强化国民为官意识、虚糜政费酿成财政危机、官员奢侈腐化毒化社会风气。因此,实施减政可起到紧缩机构澄清吏治、节省政费减民负担、矫正人心改良民风、强国力促救亡保种等积极作用,客观上能促进共和政治步入良性发展的轨道。
