The Study and Enlightenment of the Innovation Supporting Policy of Small and Mediumsized Enterprises in Germany and the USA

美国和德国在创新领域构建了独有的创新模式。聚焦中小企业技术创新,选取美国和德国作为标杆,从公共政策视角梳理两国技术创新扶持政策,最后得到启示,提出中国需强化"顶层设计"、构建多部门联合参与机制,完善创新激励机制、配套系列体制机制,合理规划财政资助模式、倡导产学研深度合作和推进创新人才培养工程、改善教育培训体系。

Germany and The United States have built a variety of innovative models in the field of innovation. This article selects these two countries as the benchmark, focuses on technological innovation of small and medium enterprises, and summarizes the support policy for technological innovation in Germany and The United States from the perspective of public policy. It has found that China needs to strengthen the ＂top-level design＂, build multi-sectoral joint participation mechanisms as well as improve the innovation incentive mechanisms and a series of supporting system. Simultaneously, plan the mode of financial support rationally, advocate the cooperation of production and academic research in-depth, promote innovative talents cultivation projects as well as improve the education training system.
