风险管理体系下社区卫生服务中心采购制度的实践

Practice of Purchasing System of Community Health Service Center under the Risk Management System

目的运用现代管理理论中的风险管理体系方法,建立一套社区卫生服务中心适用的采购工作管理制度。方法以下行法召开全院会议,梳理出上海市黄浦区打浦桥街道社区卫生服务中心的关键责任岗位,并以风险管理方法进行风险识别,以风险回避、损失控制、风险控制方法进行采购系统岗位设置及管理体系化。结果共梳理风险关键岗位6个,分别进行了岗位责任与管理方法设定,建立了有序的风险防控体系。讨论风险管理体系下的关键岗位责任制度有助于社区卫生服务中心内部风险控制,其对员工组织依附感的影响有待进一步考察。

Objective To establish a system of procurement management system for community health service centers by using the risk management system in modern management theory. Methods To tease out the Dapu Street Community Health Service Center in Huangpu District at key positions of responsibility by following line meeting. Purchasing system position setting and management system with the methods of risk avoidance,loss control,risk control. Results A total of 6 key positions were sorted out,the post responsibility and management methods were set up to establish an orderly risk prevention and control system.Conclusion The key post responsibility system is helpful to the internal risk control of the community health service center. The influence of the key position responsibility system on the employee’s organizational attachment needs to be further investigated.
