重庆市璧山区乡镇卫生院中医药人员现状分析

Status quo of TCM personnel in township health centers of Bishan district,Chongqing

目的:分析重庆市璧山区乡镇卫生院中医药管理服务人员配置及参与中医药健康管理服务现状,为改善农村基层医疗机构中医药健康管理服务提供参考。方法:2017年1—6月收集全区15个乡镇卫生院中医人员相关资料,进行综合分析。结果:璧山区15个乡镇卫生院共有医师315人,中医人员61人,中医人员占人口比例仅0.84人/万人,中医临床人员仅占0.47人/万人;中医人员占医师总数的19.37%,中医临床人员占10.79%,"纯中医"仅占3.17%;53.33%的卫生院中医人员占医师比值低于20%,33.33%的卫生院无中医人员参与公共卫生服务,60.00%的卫生院无中医人员参与公共卫生管理服务,20.00%的乡镇卫生院没有临床中医人员。结论:璧山区乡镇卫生院中医临床人员紧缺,人员配置欠妥,参与中医药健康管理的中医人员现状很不乐观。为了达到国家公共卫生服务对中医药管理的要求,需要有关部门加大农村基层中医药管理人才的引进及培养,合理配置中医药健康管理人员。

Objective：To analyze the status quo of personnel allocation in management services of traditional Chinese medicine（TCM） and the participation in TCM health management services in township health centers of Bishan district, Chongqing; and to provide a reference for improving the health management services of TCM in rural grassroots medical institutions The data of TCM personnel in 15 township health centers of Bishan district from January 2017 to June 2017 was collected and analyzed synthetically .Results： There were 315 doctors and 61 TCM practitioners in 15 township health centers in Bishan district, the proportion of TCM personnel was only 0 84 people/10 000 people, and the clinical personnel of TCM accounted for only 0 47 people/10 000 people; TCM personnel accounted for 19 37% of the total number of physicians, the clinical personnel of TCM accounted for 10 79%, and “pure TCM personnel” accounted for only 3 17%; the ratio of TCM personnel to physicians in 53 33% of township health centers was less than 20 00%; no TCM personnel involved in public health services in 33 33% of township health centers; no TCM personnel involved in public health management services in 60 00% of township health centers;20 00% of township health centers had no clinical personnel of TCM .Conclusion： The clinical personnel of TCM in township health centers in Bishan district are in short supply and the personnel allocation is not appropriate The status quo of TCM personnel who participate in the health management of TCM is not optimistic In order to meet the requirements of the national public health service for TCM management, the relevant departments need to increase the introduction and training of the talents for TCM management in rural areas, and rationally allocate the health management personnel of TCM .
