海平面上升对策问题国际研究进展

International Research on Progress in Measures of Dealing with Sea Level Rise

全球气候变暖导致的海平面上升已成为沿海地区可持续发展所面临的重大问题,迫切需要相关国家制定科学有效的对策体系。论文通过解读领域研究文献,从适应性转变、制定、实施等方面展示了海平面上升问题对策研究的国际研究进展。研究结果显示,海平面上升相关对策的适应性转变包括由减排向适应的转变、改变环境的适应、改变人类活动的适应以及基于生态系统的适应,海平面上升对策的制定与实施包括有效治理系统构建、联合管理框架设计、科学政策关系协调、"邪恶问题"应对以及公众参与障碍削减等。已有研究结论对我国制定海平面上升应对策略具有参考价值。

The sea level rise caused by global warming has become a major problem in the sustainable development of coastal areas,and it is urgent for the relevant countries to make scientific and effective countermeasure system.Through interpreting the research literature,this paper demonstrates the international research progress in the countermeasure research of sea level rise from the aspects of adaptability transformation,formulation and implementation.The results show that the adaptation of the relevant countermeasures includes the transition from emission reduction to adaptation,changing the adaptation of the environment,changing the adaptation of human activities and adapting to the ecosystem;the formulation and implementation of the sea level rise countermeasures includes the effective governance system construction,the joint management framework design,the relation coordination of science policies,the response to ＂evil questions＂ and the reduction of public participation barriers and so on.The research conclusions have the reference value for formulating the sea level rise response strategy for our country.
