Comparison of Legislatures of China's National Central Cities and Its Inspirations

立法机构是立法工作的组织和保障,是创制良法的重要载体或平台。立法机构设置、运行科学、合理、有效与否,直接关系到立法的品质和质量。本文通过对五大国家中心城市立法机构的设置、权限、分工与合作以及专业化的比较分析,认为地方立法机构体制机制的完善应重点从强化人大立法的主导地位、机构合理分工并协调合作、立法专业化程度进一步提升等方面进行。

The legislature is the organization and guarantee of the legislative activities.It is the important carrier or platform for creating good law.The establishment of the legislature body and its scientific,reasonable,and effective operation are directly related to the nature and quality of the law.The paper makes a comparative analysis of the legislatures of the five national central cities in China in terms of establishment,power,responsibility and cooperation.Based on the comparative analysis,the paper argues that the institutional mechanisms of the local legislatures should be improved mainly in the following aspects：strengthening the leadership of the NPC legislation;promoting the rational division of labor between the legislatures;strengthening the coordination and cooperation of the legislatures;and further enhancing the professionalization of legislation.
