摘要
依据《铁路建设项目经济评价方法与参数》对铁路建设项目进行评价,对我国铁路建设投资决策起到了积极的引导作用,但随着经济格局的变化及政策的变更,一些问题也逐渐显露出来,尤其是运用于高速铁路建设项目的经济评价,局限性更为突出。本文在分析传统铁路建设项目经济评价方法存在问题的基础上,结合国外其他国家高速铁路经济评价的实践,试图给出高铁建设项目经济评价在方法选取、参数取值及收益估算上的若干建议。
On the basis of economic evaluation methods and parameters of railway project evaluation has positive guiding effect on the investment decision of railway construction in China,but along with the change of the economic pattern and the change of policy,some problems appear gradually. The limitation is more prominent,especially in the economic evaluation of the high-speed railway project. This paper is based on the main problem analysis of traditional methods of economic evaluation of railway project and the practice of other countries in high-speed railway economic evaluation. Some suggestions are given on selecting methods and parameters and income estimation for high-speed railway project evaluation.
