《残疾人权利公约》在缔约宗旨和原则、缔约逻辑和技术、缔约主体的实际参与等方面均有创新,在国际人权法领域独树一帜,是对国际人权法的伦理精神价值的肯认和加强。中国残疾人事业发展积极践行国际人权标准,并为国际残疾人事业提供了富有鲜明特色的"中国经验"。

Unique in the field of international human fights law, the Convention on the Rights of Persons with Disabilities is arguably innovative in terms of treaty-making purposes and principles, treaty-making logic and techniques as well as the actual participation of treaty-mak- ing subjects, and facilitates the recognition and enhancement of the ethical and spiritual values of international human fights law. China has actively adopted the international human fights standards when developing its programs for persons with disabilities, and contributed the ＂Chi- nese experience＂ with its distinctive features to the international programs for persons with disa- bilities.
