摘要 改革学前教育在办园、投入和管理等方面的体制机制,是破解当前学前教育现实困境,实现学前教育健康和可持续发展的关键,为此须以满足需要为重点,解决资源不足的问题;以公平普惠为追求,解决结构失当的问题;以持续发展为导向,解决机制缺失的问题;以儿童发展为核心,解决质量不高的问题。当前推进学前教育体制机制改革要本着价值引领、问题导向、实践探索、协同创新和专业取向的基本原则,将重点放在准确定位学前教育、深化管理体制改革、完善学前教育评价体系等关键环节上,在改革体制机制的同时促进学前教育质量的提升。 Reforming preschool education systems, including ownership systems, investment systems, and governance systems, is a key to tackle problems and challenges emerged in the field of preschool edu- cation and a foundation to support healthy and sustainable development of preschool education in China. System reform aims to solve critical problems in practice. It is advised that the public needs shall be satisfied to alleviate the service quantity insufficiency, equity and public-benefit shall be the core pursuit of the reforms to balance the provision structure, sustainable development shall be the direction of system reform to solve a paucity of mechanisms, and children's development shall be taken as the core aim to the reforms to enhance service quality. We also advocate that preschool system reform value-led, problem-oriented, practice-based, cooperative and innovative, and professional. It is asserted that the focus of the reforms shall be accurately valuing preschool education, deepening the reform of governance systems, and improve evaluation systems.
