摘要
为加快边疆教育发展以实现抗战建国战略,并借机加强对边疆社会的控制与渗透,南京国民政府在20世纪30~40年代颁布了多个优待边疆教师的政策,形成了提高薪金待遇、解决生活困难与补助考察进修"三位一体"的政策体系,具有保障边疆教师家庭生活与促进职业发展的突出特点。这些政策虽存在一些缺陷,但还是在一定程度上促进了边疆教育的发展,并对解决当今边疆师资不足问题有重要启示。
In order to accelerate the development of border education to realize the strategy of resisting against Japan and seize the chance to strengthen the control and penetration of the border society, Nanjing National Government issued a large number of preferential policies for border teacher in twentieth Century 30, 40s, formed a triune system including increasing salary, solving difficulties in life and subsiding investigation study, which having the salient features of protecting the border teachers' family life and promoting their professional development. Though these policies had some deficiencies, to a certain extent, they had made the border education advanced and provided an important enlightenment for solving the problem of shortage of teachers in border areas.
