The Development of Communist Party of Vietnam's Ocean Policy since the Reform and Opening Policy

重视海洋开发利用、提出海洋发展政策主张是越共中央会议的传统。越共十届四中全会制订全面的海洋战略发展规划,把海洋战略提升至党和国家的意志层面。从十一大到十二大,在十届四中全会精神基础上,越共继续强调海洋战略地位和海洋权益维护,奠定了越南从事海洋活动和处理南海问题的政策基础。政治稳定、经济发展和海洋权益维护是越共中央提出海洋政策主张需要综合考虑、权衡利弊的主要因素。越共的海洋政策主张,在转化为国家和政府部门的具体政策措施过程中,会发生一些细微变化,或是更加强化,或出现一些调整。近期中越关系逐步回升,双方因南海问题的摩擦有所减少。越南在对待中国、对待南海问题上的一些战略误判有所改变,将会对中越双边关系和双方寻求海上务实合作产生积极影响。

Attention to the development and utility of the ocean, putting forward the policy of marine development is the tradition of the CPV Central Committee. The Fourth Plenary Session of the 10th CPC Central Committee formulated a comprehensive strategic development of the ocean, and the maritime strategy was elevated to the will of the party and nation. Based on the spirit of The Fourth Plenary Session of the 10th CPC Central Committee, from the 11th to 12th CPV National Party Congress, Vietcong continues to emphasize the strategic position of the oceans and the maintenance of maritime rights and interests, lays the foundation of Vietnam＇s marine activities and the ways to solve the South China Sea. Political stability, economic development, maritime rights and interests are the main factors when the Vietcong Central Committee puts forward the need of the ocean policy. The Vietcong’s claim on the ocean policy will have some minor changes, when the policy is translated into national and government sectors, or more intensified, or some adjustments. The recent Vietnam and China’s relations gradually picked up and has a new development, the friction by the South China Sea dispute reduced significantly. Some of the strategic miscarriage of justice in the treatment of China, the South China Sea has been adjusted by Vietnam, so it will have a positive impact on bilateral relations between China and Vietnam, and they will seek practical maritime cooperation.
