摘要 电动汽车充电设施的规划是电动汽车推广的基础和重要保障。根据Q/GDW 10370—2016《配电网技术导则》中充换电设施接入的技术原则,要避免高峰负荷叠加,改善电网负荷特性,提高电网运行的经济性和可靠性。文章建立了以电动汽车充电站投资运行成本、配电网新增投资运行成本和损耗成本的费用年值总和最小为优化目标的规划模型,费用年值可以反映投资时间价值,是工程中常用的方案评价标准。针对该新建模型,提出改进的遗传算法求解。改进的遗传算法充分利用所求问题特点,基于特殊编码方式使得规划方案在迭代过程中始终满足辐射状和连通性要求,可快速求得电动汽车充电站位置、容量和接入系统的最优方案。通过算例仿真,验证了该方法的可行性和有效性。 The planning of electric vehicle charging facilities is the basis and important guarantee for electric vehicle promotion. According to the technical principle of charging and exchanging electric facilities in Technical Guidelines f o r Dis tr ibu t ion Network (Q/GDW 10370-2016), it is necessary to avoid the superposition of peak load, improve the load characteristics of power grid, and improve the economy and reliability of power grid operation. In this paper, a planning model is established to minimize the annual sum of the investment and operation cost of the electric vehicle charging stations and the distribution network considering network loss. The annual value of cost can reflect the time value of investment, and is the standard of project evaluation commonly used in engineering. An improved genetic algorithm is used to solve the model. The improved genetic algorithm makes full use of the characteristics of the problem. Based on the special coding method, the planning scheme always meets the requirements of radial and connectivity in the iterative process, and the optimal scheme of the location, capacity and access network of the electric vehicle charging station can be obtained quickly.
