摘要
文章利用基于方向性环境生产函数的绿色经济增长核算框架,将中国省区2000-2015年的经济增长分解为环境技术进步(MLTC)、环境技术效率(MLEC)、环境管制(EPC)、产业环境结构(IES)和要素投入(INP)五个部分,进而对各增长源泉进行了空间σ和空间β收敛检验。研究发现,环境全要素生产率虽是拉动中国省区经济增长的重要力量,但总体来看,其对经济增长的贡献要小于要素投入,而环境管制、产业环境结构对中国省区经济增长的影响相对较小。研究还表明,中国省区经济增长源泉具有显著的空间相关性,通过空间σ和空间β收敛检验发现,环境技术进步、环境技术效率、环境管制、产业环境结构所贡献的经济增长均存在不同程度的空间发散趋势,而要素投入所贡献的经济增长则存在显著的空间收敛趋势。进一步的分析发现,要素投入是缩小我国省际经济差距的主要力量。
By using the green economic growth accounting framework based on the directional environmental production function, this pa-per decomposes the economic growth of Chinese provincial-level administrative areas from 2000 to 2015 into environmental technologyprogress(MLTC), environmental technology efficiency(MLEC), environmental regulation(EPC), industrial environment structure(IES) andfactor input(INP), and then tests the spatial σ ce convergence and the spatial β convergence of each growth source. The study finds that al-though environmental TFP is an important force to drive economic growth at provincial-level in China, on the whole, its contribution to eco-nomic growth is less than factor input, whereas environmental regulation and industrial environment structure have less impacts on the eco-nomic growth at provincial-level in China. The study also shows that the sources of economic growth at provincial-level in China have asignificant spatial correlation. Through the spatial σ convergence test and the spatial β convergence test, the paper finds that there are dif-ferent degrees of spatial divergent trend of economic growth contributed by environmental technology progress, environmental technologyefficiency, environmental regulation and industrial environment structure, whereas economic growth contributed by factor input has a sig-nificant spatial convergence trend, which is the main force to narrow the economic gap between provinces in China by further analysis.
