哈长城市群规划布局与实施的思考

REFLECTION ON THE LAYOUT AND IMPLEMENTATION OF HA-CHANG URBAN AGGLOMERATION

本文通过剖析哈长城市群自身特征,以空间为研究对象,围绕产业发展、基础设施建设、生态保护和环境治理等方面提出了黑龙江、吉林两省城际间协同发展的规划布局策略,并以"两心"之一的哈尔滨为例,探讨了城市群背景下中心城市空间布局的优化调整思路,最后明确了在法律、行政、经济等框架下建立城市群协调机制的具体建议。

Through the analysis of the characteristics of Ha-Chang urban agglomeration, this paper proposes the planning and layout strategies of synergetic development between Heilongjiang and Jilin Provinces, takes space as a research subject and focuses on industrial development, infrastructure construction, ecological protection and environmental governance. Furthermore, the paper takes Harbin, one of the ＂two centers＂, as a subject and explores the optimization and adjustment ideas of the spatial layout of the central cities under the background of urban agglomeration, and finally, it clarifies the concrete proposals of establishing the coordination mechanism of urban agglomerations under the framework of law, administration and economy.
