Can Kunming Lake Be Exchanged for Bohai Sea

光绪十二年(1886),醇亲王奕譞为固圣宠,请旨重修颐和园。因其主理北洋海军衙门,故颐和园工程与北洋海军发展的相关问题,历来为史学界所重视。从海军衙门经费、海防捐与海军巨款三个方面,论述修筑颐和园工程与海军军费之间关系,认定军费挪用为事实,而贫穷而脆弱的中国经济和清政府的腐朽是海军发展迟滞的根本原因。

In the twelfth year of the Guangxu(1886),the prince Yi Xuan requested to repair the Summer Palace in order to get the trust of Empress Dowager CiXi.Because he was responsible for the Northern Navy Yamen,the relationship between the construction of the Summer Palace and the development of the Northern Navy has always caught historians′attention.From the three aspects of Navy Yamen expenditure,donation for coastal defense,and huge amount of fund for the Navy,the paper expounds the relationship between the construction of the Summer Palace project and the naval military charges,and comes to the conclusion that military charges were indeed misappropriated,and the poor and fragile economy of China and the corruption of the Qing Dynasty were the fundamental reasons for the sluggish development of the Navy.
