摘要
文章从信息环境、信息成熟度、信息使用量和信息发展效果四个维度,构建信息技术型人力资本存量评价指标体系;并用因子分析法测度我国1995—2015年的信息技术型人力资本存量。结果表明:信息技术型人力资本存量主要受软件设施因子、硬件设施因子和信息传播程度因子的影响,它们的贡献率分别为45.9%、36.3%和16.4%。而且随着时间的推移,软件设施投入、硬件设施投入和信息传播水平不断提高,信息技术型人力资本存量也逐年增加。
This paper builds an evaluation index system of IT human capital stock to measure IT human capital stock level from such four dimensions as environment, maturity, usage and development of information. And the paper also uses factor analy- sis method to estimate China's IT human capital stock from 1995 to 2015. The study results show that IT human capital accumula- tion in China is mainly subject to the factors of software infrastructure, hardware facilities and information dissemination level, I whose contribution rates are respectively 45.9%, 36.3% and 16.4%. And with the passage of time, software infrastructure, hard- ware facilities and information dissemination level have all been improved, thus increasing the total IT human capital stock by years.
