京津冀地区中国专利技术转移特征 被引量:5

Characteristics of China's Patent Technology Transfer in Beijing-Tianjin-Hebei Region

摘要 基于京津冀协同发展的战略规划,采用数据挖掘和社会网络分析方法,从地域分布、转移主体和技术领域3方面对京津冀地区2010—2015年中国专利技术转移的特征开展研究,并对京津冀地区技术转移的网络结构进行分析。研究表明:京津冀地区注重区域内部专利技术转移,而专利技术外部转移较频繁的多是沿海发达地区,北京地区注重信息和通信行业的技术转移,天津地区注重现代医学的技术转移,河北地区则注重化学化工产业的技术转移;专利技术转移以企业为主体,高校和科研机构的转化率相对较低,并已开始逐步形成小团体现象和一定规模的技术转移联盟。根据京津冀专利技术转移的特征,最后提出相关针对性政策建议。 Accelerating the coordinated development of Beijing-Tianjin-Hebei Region and obtaining complementary advantages, mutual benefit and regional integration is a major national development strategy. Based on the coordinated development of Beijing-Tianjin-Hebei Region, the paper analyzes the technology transfer characteristics in Beijing, Tianjin and Hebei in China from 2010 to 2015, and uses data mining, social network analysis to analyze regional distribution, transfer subject, technical field. What's more, the paper analyzes the network structure of technology transfer in Beijing-Tianjin-Hebei Region. The research shows that Beijing-Tianjin-Hebei Region focuses on the regional internal patent technology transfer, and patent technology transfer is frequent between Beijing-Tianjin-Hebei Region and developed coastal areas; Beijing lays emphasis on the transfer of information and communication industries; Tianjin focus on the technology transformation of modem medicine; Hebei focuses on chemical industry. The major transfer subject is enterprise and the conversion rate of universities and scientific research institutions is relatively low. Furthermore, it begins to come into being a small group phenomenon and a certain size of the technology transfer alliance. According to the characteristics of the patent technology transfer in Beijing-Tianjin- Hebei Region, this paper puts forward the policy research.
