大型电网工程综合管控体系研究——以川藏电力联网工程为例 被引量:3

摘要 基于国际项目集管理标准及理论,运用案例研究方法,通过对处于高原复杂条件下的川藏电力联网工程项目讨论分析,从项目集层面总结凝练出一套系统化、立体化、整体化的,以里程和生命周期为主线、项目集战略为中心点、干系人为落脚点、项目支撑过程为支撑点的"三点一线"综合管控体系,丰富大型电网建设管理的理论体系和管理方法,为今后类似工程的建设管理提供参考。 Based on the international program management standards and theories, the paper used the case study method and analyzed the Sichuan-Tibet electricity interconnection projects under the complicated condition of the plateau. Combining with the abundant experience of the power grid construction management of national grid Sichuan electric power company, the paper concluded the integrated management and control system of "Three-point and One-line", which means " taking the mileage and the life cycle as the main line, the program strategy as the center, the stakeholders as the foothold, and the project support process as the support point" . This management and control system is systematic, three-dimensional, holistic, and has greatly enriched the theoretical system and management method of large-scale power grid construction and management, which provides a reference for the future construction of similar projects.
