中国国际话语权:历程、挑战及提升策略

China's International Discourse Power:History, Challenges and Promotion Strategies

国际话语权是国家软实力的重要组成部分,是一国在国际权力结构中地位和影响力的体现。近年来,中国国际话语权有了较大程度提升,但在国际话语格局中的弱势地位还没有根本改变。当前,中国国际话语权与国家实力不相匹配的矛盾日益突出,中国在国际话语权竞争中仍然面临诸多挑战和掣肘,包括西方官方话语的打压、西方媒体的歪曲、发展中国家的不信任、国际话语规则的制约、中国学术话语的乏力等。因此,通过明确话语定位、提升话语质量、改进传播手段、开展"特色外交"、寻求联合"发声"、拓展话语平台等方面的举措来提升中国国际话语权具有重要意义。

International discourse power is an important part of the country＇s soft power and a manifestation of a country＇s status and influence in the international power structure. In recent years, China＇s international discourse power has been greatly improved, but its disadvantaged position in the structure of international discourse has not fundamentally changed yet. At present, the contradictions between China＇s international discourse power and China＇s national power have become increasingly prominent. China still faces many challenges and constraints in the international discourse competition, which include the suppression of the official discourse in the West, the distortions made by Western media, the distrust of developing countries, the constraint of the rules of international discourse, and the impotence of China＇s academic discourse. Therefore, it is of great significance to improve China＇s international discourse power by clarifying the position of discourse, improving the quality of discourse and means of communication, carrying out＂distinctive diplomacy,＂seeking united＂voice,＂and expanding the discourse platform.
