山西省社会保障区域均衡实证研究——基于2007—2013年泰尔指数及聚类分析

An Empirical Study on Regional Equilibrium of Social Security in Shanxi Province——Based on the Theil Index and Cluster Analysis during 2007—2013

通过2007—2013年的统计数据,运用泰尔指数法,对山西省社会保障财政支出的均衡性进行了有效测算,得出了山西省社会保障支出的总体差异呈现不断缩小的趋势。区域内差异是社会保障支出不均衡的主要原因,同时运用聚类分析法,按照社会保障能力进行了分类。提出了山西省社会保障支出需要通过促进经济发展,建立社会保障差异监督机制以及实行有针对性的社会保障支出扶持政策,来实现山西省社会保障的区域均衡。

This paper measures the differences of social security expenditure in Shanxi province based on data of Theil Index from 2007 to 2013 of Shanxi. It finds that the overall difference of social security expenditure is shrinking,and the internal difference in the region is the major factor. By dividing the areas in Shanxi according to the competence of social security with cluster analysis,it suggests that,with respect to social security expenditure,the regional balance of social security in Shanxi province should be achieved by promoting its economic development,establishing a differential supervision mechanism of social security,and implementing targeted supporting policies for social security expenditure.
