摘要
在县以下机关实行公务员职务与职级并行制度是基层公务员制度改革的重要举措。该制度的施行对于破解传统单轨制下公务员职务晋升困难、实现国家治理现代化、完善基层公务员激励机制具有重要意义。两年多的实践表明,这一制度确实发挥了一定的积极作用,但在具体实施中也存在独立完善的公务员职级晋升体系尚未建立、公务员职级晋升考核结果科学性不足、晋级工资使得县级政府财政负担骤增的问题。为深入贯彻落实这项制度,需要进一步优化制度顶层设计,并在基层公务员绩效考核机制、职级晋升监督机制、伦理道德建设、公共财政保障机制等方面不断优化和完善。
Implementing of posts and ranks parallel system of civil servants is an important measure for reforming of the grassroots civil service. The meanings of the above system are cracking the difficulty of the civil servants promotion comparing to the traditional monorail system, realizing the modernization of state administration and improving the incentive mechanism of grassroots civil servants. More than two years of political practice has showed that the system does play a positive role, but in the progress of practice, there are obvious three problems as followings: first, independent and improved civil service system is has not yet established; second, the civil service performance results are invalid; third, the government's financial burdens rise increasingly. In order to thoroughly implement the system, it is necessary to take some further actions, optimizing the top design of the system, improving the performance appraisal mechanism of grassroots civil servant, monitoring rank promotion supervision mechanism, strengthening ethical construction, coordinating public financial security mechanism and so on.
