Functions of legal counsel for implementing the legal system of the National Natural Science Foundation of China

科学基金法律顾问制度的特色主要包括贯彻落实中央文件要求、合理借鉴其他政府法律顾问制度经验、充分突出自然科学基金领域的法治管理需求。法律顾问制度对推进科学基金法治体系实现的作用体现在提供专业、高效法律服务,对科学基金的重要管理事项进行合法性审查,协助开展科学基金普法宣传教育等方面。为确保法律顾问制度作用的发挥,需要具备组织领导与机构保障、权利与工作条件保障、经费保障等方面的条件。

The legal counsel system of the NSFC has been established through the Working Regulations of Legal Counsel of National Natural Science Foundation of China,which has came into force since Jan 1,2017,and played an important role in promoting the legal system of science foundation.The legal counsel system is characterized by implementing the requirements of the documents issued by the Central Government,learning from the legal counsel experience of other local governments appropriately,and stressing fully the rule of law in NSFC,etc.It will successfully promote the rule of law in NSFC by providing professional and highly-efficient legal service,conducting legality review on important management issues,and helping the legal popularization activities for the NSFC.Moreover,it is necessary to arrange a reasonable structure within the system along with the rights protection,scientific working conditions and financial support,ensuring the functions of the legal counsel system.
