产权视角下的中国区域制度研究

A Study of China's Regional Institution from the Perspective of Property Rights

本文分析了中国区域制度的形成与发展,利用区域产权等相关概念解释其产权属性,提出以地方政府为行为主体的"产权区域"概念。特殊的政治经济环境和职能分工体系使得中国区域制度明显有别于联邦制国家,并造就了复杂的利益格局。产权区域是上级科层和辖区公众的双重代理人,面临着政治激励、财政激励和私人激励,具有"政府-私人"双重属性、承担"公共服务-经济建设"双重职能。文章指出,强调政府公共服务建设并非抛弃其经济建设性。

This paper analyzes the formation and development of China＇s regional system from multiple perspectives, puts forward the concept of ＂property rights area＂ based on the interpretation of relevant concepts, such as regional property rights, whose behavior subject is local government. The special political-economic environment and function division of china makes the property rights regional institution different from local system mode under the federal countries. This paper sketches out the interest pattern relying on principal-agent theory. The property rights region is a double agent of the hierarchy and public, facing the political incentives, financial incentives and private incentives. Furthermore, it discusses the dual nature and functions of regions, ＂government-private＂, ＂servicing public -developing economy＂.
