摘要
主体功能区建设要求形成科学开发的评价导向,依据不同类型主体功能区的功能定位和发展方向,实行差别化的绩效评价和政绩考核办法。限制开发区域的绩效评价和政绩考核既应有别于该类区域以往的区域绩效评估标准,也应有别于其他类型的主体功能区的考核标准。西部限制开发区域应根据其主体功能定位和发展方向,建立符合科学发展观的、差别化的评价和考核体系,更加突出生态建设、环境保护、农产品和生态产品生产能力等方面的评价。
The construction of main functional areas is required to form evaluation orientation of scientific development, and to adopt differential evaluation index system and methods according to the functional orientation and development direction of different types. The evaluation of the restricted development areas should be different not only from it＇s previous regional appraisal, but also from that of other types. The restricted development areas in western region should establish differential performance evaluation and assessment system in accord with scientific development view, laying stress on ecological construction, environmental protection, production capacity of agriculture products and ecological products, and so on.
