农村集体建设用地流转模式的比较和优化——基于产权激励视角

Comparison and Optimization of Rural Collective-Owned Construction Land Transfer Model——Based on the Perspective of Property Rights Incentive

农村集体建设用地的流转是农地制度改革的重点和难点之一。高效合理的农村集体建设用地流转模式有利于进一步释放农村集体建设用地的价值,提高土地配置效率,促进农村经济发展。本文以北京、成都、重庆及天津等四个典型农村集体建设用地流转模式为切入点,分析评价各个模式的优点、缺点及其制约因素,提出一种基于农村集体建设用地产权激励的新型农村集体建设用地流转模式,为完善农村集体建设用地流转制度提供理论和实践指导。

Rural collective-owned construction land transfer is a key and difficult point of rural land system refoim. Efficient and reasonable model of rural collective-owned construction land transfer is beneficial to further release the rural collective construction landvalue, improve land allocation efficiency and promote the rural economicdevelopment. By analyzing the advantages, shortcomings and constraints of four typical rural collective construction land transfer model in Beijing, Chengdu, Chongqing and Tianjin, a new type of rural collective construction land transfer model which is based on the property fight incentive is put forward. It provideds the theoretical and practical guidance for improving the rural collective-owned construction land transfer.
