新型城镇化视角下地方政府治理工具创新研究——以南京江北新区为例

A Research on the Local Governance Tool Innovation from the Perspective of New-Type Urbanization:Taking Jiangbei New District in Nanjing as an Example

新型城镇化是以以人为本、城乡统筹、城乡一体等为基本特征的城镇化,以行政命令为代表的传统治理工具已经不能满足新型城镇化的发展,地方政府需要对治理工具进行创新,政府、市场与社会等三者之间的关系是分析地方政府治理工具创新的角度之一。从南京江北新区新型城镇化建设来看,地方政府治理工具创新框架包括:一是以整体治理为主要理念、以联动治理模式为代表的政府与政府之间的治理工具创新;二是以合作治理为主要理念、以PPP模式为代表的政府与市场之间的治理工具创新;三是以行动主义为主要理念、以法定机构为代表的政府与社会之间的治理工具创新。

The new-type urbanization is characterized？ as people-oriented and urban-rural integrated. Traditional administrative tools, such as administrative orders, can no longer meet the demands of development of new-type urbanization, and therefore, local governments need to innovate their governance tools. The relationship among government, market and society is one of the perspectives to analyze the innovation of local government governance tool. According to the new-type urbanization construction plan of Jiangbei New District in Nanjing, the innovation framework of local government governance tool includes three aspects： the inter-governmental governance tool innovation based on the idea of cooperative governance and the linkage management model, the government-market governance tool based on co-governance idea and PPP model, and the government-society governance tool based on activism idea and legal institutions.
