论党政领导干部选拔任用的公共性及其实现 被引量:4

A Research on the Publicity of the Leading Cadres Selection and Appointment and Its Realization Mechanism

摘要 从现代政治哲学关于"公共性"的一般分析框架来看,党政领导干部选拔任用是一种典型的具有公共性属性的活动。但由于公共权力的异化、制度的理性化与民主化发展不同步、信息公开的有限性以及公众公共精神的欠缺等系统内和系统外因素的影响,在党政领导干部选拔任用实践中存在公共性消解与流失现象,并因此侵蚀其自身的公信度。要实现党政领导干部选拔任用活动公共性的本位回归及有效生产,应着力净化和重构选人用人的政治生态以阻抑公共权力的异化,健全干部工作的信息披露机制以奠定公共性生产的基础,拓展民主参与的通道以释放公共性生产的空间,培育公众的公共精神以提升公共性生产的品质。 From the general analytical framework of 'publicity' in modern political philosophy, the selection and appointment of leading cadres in China is a typical activity of public property. But due to the influences of internal and external factors, such as the alienation of public power, the rationalization and democracy of institution do not develop synchronously, the limits of information disclosure and the lack of the public spirit, publicity have dispelled and lost in the practices of selection and appointment of leading cadres, which in turn erodes its ability to win public trust. To get the publicity back and promote the effective production of leading cadres selection and appointment, the political ecology of cadres selection and appointment activities should be purified and reconstrncted so as to prevent the alienation of public power, the information disclosure mechanism should be improved so as to lay the foundation for publicity production, the democracy participation channel should be expanded so as to release space for publicity production whilst the public spirit should be cultivated to improve the quality of publicity production.
