摘要
为科学合理地评价水库管理现代化水平,基于水库管理现代化的内涵和基本要求,从规范化管理、设施设备管理、信息化管理、调度运行及应急处理能力、水生态环境管理5个方面,构建了由18项指标组成的水库管理现代化评价指标体系.采用熵权与专家赋权相结合的方式确定各指标的权重,建立了基于模糊综合评价法的评价模型.将此模型应用于安徽省响洪甸水库管理现代化评价,结果表明,响洪甸水库管理现代化水平为优秀,与现实情况相符,可见该模型合理适用.
In order to scientifically and reasonably evaluate the level of reservoir management modernization, based on the connotation and basic requirements of the reservoir management modernization, an evaluation in- dex system of reservoir management modernization composed of 18 indices is constructed, which covers five aspects of standardized management, facilities and equipment management, information management, opera- tion and emergency handling capacity, water ecological environment management. The weight of every index is determined by the combination of entropy weight and expert weight; and an evaluation model is established based on the fuzzy comprehensive evaluation method. This model is applied to the evaluation of management modernization of the Xianghongdian Reservoir in Anhui Province, China. The results show that the moderni- zation level of Xianghongdian Reservoir management is excellent, which is consistent with the reality; so the model is reasonable and applicable.
