摘要
软科学研究是一种政策研究和决策研究,对完善治理体系和提升治理能力具有重要的理论支撑和决策支持作用。特种设备安全软科学研究自"十一五"正式起步,从基于事故、基于风险再到基于大数据,每五年确定了一个阶段性主题,不断拓展和深入。本文系统回顾了"十一五"和"十二五"期间,特种设备安全软科学的研究内容和成果,分析了时代发展和技术进步、安全保障与应急工作提出的新要求,展望了"十三五"期间的研究方向和特点,以及坚持主题主线、推进软硬结合、做好决策支持等原则要求。
Soft science research is a kind of policy research and decision-making research, which has important theoretical support and decision support function to improve the governance system and improve the governance ability. Special equipment security soft science research started from the "11th Five-Year Plan", from the accident-based, risk-based to big data-based on every five years to determine a stage theme, continue to expand and in-depth. This paper systematically reviews the research contents and achievements of the special equipment safety soft science during the "11th Five-Year Plan" and the "12th Five-Year Plan" period, analyzes the new requirements of the development and technological progress, security and emergency work of the times, prospect the "13th Five-Year Plan" period of research direction and characteristics, as well as adhere to the theme of the main line, to promote the combination of soft and hard, do a good job of decision support and other principles.
