摘要
随着高校科研规模的不断扩大,各类高层次人才及研究团队的引进,实验用房的需求与日俱增。利用率不均衡、长期无偿占有、资源难以共享等都是制约实验用房管理改革的因素。依据学院自身学科特点,提出动态分类管理实验用房的改革方法,利用经济的杠杆调节实验用房在使用过程中存在的效益问题,有偿使用,建立自我约束机制,将绩效评价与科研效益相结合,盘活现有的房屋资源,逐步实现实验用房的自我调节和优化。
With the continuous expansion of scientific research scale and the introduction of all kinds of high-level talents and research teams, the demand for laboratory space is increasing day by day. The utilization rate is unbalanced, the long-term free occupation, the resources are difficult to share and so on, all are the factors restricting the experimental housing management reform. According to its characteristics, the dynamic classification management experimental method of real reform was put forward, the housing benefit problem in the process of using existing experiment is adjusted by economic lever, the self restraint mechanism was established, performance evaluation and effectiveness of the combination of scientific research were combined to revitalize the existing housing resources, and the real experiment self adjustment and optimization were realized gradually.
