行政审批制度改革的地方样本——广东省Z市行政审批制度改革评估

Case Study of Reforming Administrative Examination and Approval System in Z of Guangdong Province

全面深化行政审批制度改革,是转变政府职能,加快建设服务型政府的关键环节。"十八大"以来,各地方政府都兴起了深化行政审批改革的热潮,广东省Z市政府也不例外,通过一系列的改革措施促进行政审批制度改革取得了显著成效,取得了公众中等偏上的评价。但在改革的过程中暴露出公众参与度不足、改革"含金量"不够、信息化标准化建设尚要完善和缺乏法治化改革引领等问题,提出要以社会公众满意度为导向深化改革,要协调优化改革的重点环节提升改革质量,提高信息化、标准化建设和要以法治为保障推动改革的具体对策。

One of the keys to transforming a government into an entity providing public service lies in deepening the reform of its administrative examination and approval system. Ever since the 18 th National Congress of the Communist Party of China(CPC) was held in 2012, this reform has been prevailing all across China, and the municipal government of Z in Guangdong Province is no exception. A serious of measures has been taken, and claimed the public's mild acceptance. However, problems are still eminent. To address these problems, this paper advances measures to optimize key factors, strengthen informationization and standardization, and resort to legislation so that the public could be more satisfied, and the reform's quality be improved.
