An Initial Exploration for National Supervision Legislations

在国家监察体制改革中,必须稳步推进国家监察立法。开展国家监察立法,可以有效确保国家监察体制改革于法有据,也可以实现将国家监察体制改革的制度设计从"纸上的构想"转为"立法的现实"。国家监察立法采取"试验性立法"的立法模式,应当遵循一些基本的立法要求。在国家监察具体立法实践中,需要修改《宪法》,制定《监察委员会组织法》和《国家监察法》,也需要调整其他诸多法律规范。

In the national supervision system reform, the national supervision legislations must be steadily promoted, which can effectively ensure not only that the reform has legal basis, but also that the system design of the reform can be transformed from ＂the ideas in the paper＂to ＂the reality of legislations＂. The national supervision legislations should ＇adopt the legislative mode called ＂experimental legislation＂and follow some basic legislative requirements. In the specific practices of national supervision legislations, it is necessary to amend the ＂Constitution＂, to enact the ＂Organizational Law of Supervisory Committee＂and the ＂National Supervision Law＂, and to adjust a number of other law norms.
