摘要
根据对某央企境外机构、项目分包商员工的使用和管理情况进行统计,分析了目前央企在使用国内分包商管理中存在的问题,主要是招聘把关不到位、出国教育和培训力度不够、合同管理粗放、日常管理不到位、管理理念落后等。同时,针对这些问题提出了国内分包商员工境外公共安全管理的理念,应坚持"风雨同舟、共同发展,建立合作共赢的战略合作伙伴关系",并就分包商人员培训、群体性事件预防与应对、人员身心健康管理、人员保险保障管理、监督检查/业绩考核等几大主要环节进行了详细论述。
Based on the statistics of the use and management of sub-contractors' employees who work for the foreign institutions and projects of a central state-owned enterprise, this article analyzes the existing problems in central SOEs' management of Chinese sub-contractors, mainly including deficiencies in the aspects of supervision on recruitment, contract management and daily management, lack of edueation and training on working abroad, outdated management concept, etc. To address these problems, this article puts forward the concept of overseas public security management for employees of Chinese sub-contractors, which insists mutual support, common development and win- win strategic partnership. This article also fully discusses the main links of overseas public security management for employees of Chinese sub-contractors, including employee training, mass disturbance prevention and response, physical and mental health management, employee insurance management, supervision and inspection, performance evaluation, etc.
