摘要安全是铁路运输的根本,机车和客运车辆安全性与旅客安全密切相关。通过分析欧盟铁路系统互通性指令中安全基本要求与机车和客运车辆互通性技术规范中安全相关要素以及二者间的联系,为我国铁路机车、客车及动车组在设计、制造、运用和维护等工作中的安全相关要求提供参考。 Safety is essential to railway transportation. By analyzing the safety-related elements in the basic safetyrequirements specified in the interoperability directive and those specified in the technical specification for interoper-ability（TSI） for locomotives and passenger stocks for the EU railway system,as well as the relationship betweenthese two,the article provides references for the safety-related requirements adopted in designing,manufacturing,applying and maintaining of domestic railroad locomotives,passenger trains and EMUs,etc.
